Rules and Regulations

By entering the premises of the Maryland Wholesale Produce Market (MWPM), all Market users and visitors are deemed to agree to be subject to the Maryland Wholesale Produce Market Rules and Regulations as a condition of use of the Market facilities.

The Market Rules, Regulations and associated charges and fees are subject to change without prior notice at the discretion of the Maryland Food Center Authority (MFCA), owner and operator of the MWPM.

Section A: General

The Maryland Wholesale Produce Market is open to the public. Any vehicle entering the premises may be subject to search.
General Hours: SUN – FRI 10 PM to 3 PM and SAT 12 AM to 12 PM
Please contact individual tenants for their operational hours.

Section B: Definitions

Prohibitions
Solicitation and any unlawful activity is prohibited within the Maryland Wholesale Produce Market. Open containers of alcohol and/or illegal drugs and/or weapons are not permitted on Market premises at any time. Smoking is permitted in designated areas only. Rummaging through trash and removing pallets from dock is strictly prohibited. Children age 13 and under must always remain inside vehicles with adult supervision. Violators may forfeit Market privileges.

Video Surveillance
The facility is under 24/7 video surveillance and monitored by Security Staff.

Littering/Dumping of Trash
Littering and dumping of trash in the Market is prohibited. Anyone observed, including but not limited to video observation, disposing of or bringing trash into the Market to discard may forfeit Market privileges and assessed a charge no less than $500.00.

Deliveries
All deliveries into the Market must be for a current Produce Market tenant. Non-tenants are not permitted to transfer product to another non-tenant anywhere in the Market. This is considered “off-loading,” which is not permitted on Market property. Off-loading may result in forfeiture of Market privileges.

Delivery Fees (Fees are subject to change at the discretion of the MFCA):

Delivery fees are due at the time of entry and must be paid in cash at the Security Gate. Credit accounts may be available for payment if prior approved by the MFCA.

 

Buyers

Entrance to Buyers is Free.

Section C: Security Gate Entrance and Exit Procedures

All visitors, buyers, delivery personnel, tenant employees, etc., without a permanent pass must sign in when entering the Market. This information enables the MFCA to collect accurate data regarding all traffic entering and exiting the Market.

All occupants in each vehicle without a permanent ID badge must sign in.

 

Who is eligible to receive a permanent pass?

Tenants, their employees and frequent Market users (must visit the Market at a minimum twice a week) are eligible to receive a permanent pass to the Market to work in their designated work areas and perform the duties of their employment.

Any violation in use of the permanent pass may result in forfeiture of the charges paid and denial of future privilege to purchase a replacement.

 

Which lane do I use to enter the Market?

Always use the first lane to check in with the Guard on-duty if you:

  • Do not possess a permanent pass;
  • Have multiple passengers in your vehicle;
  • Possess a permanent pass and you:
    • Deliver,
    • Drive a tractor trailer,
    • Drive a box truck or cargo van,
    • Have multiple passengers in your vehicle with or without permanent passes.

 

The middle lane is reserved for Market employees and frequent Market users with permanent passes, driving single occupant passenger cars, pick-up trucks, or registered tenant hauler box trucks. No tractor trailers may enter thru the middle lane.

 

Remember: If you use your permanent pass to enter the Market, you must swipe out upon leaving the Market to allow re-entry. If not, the pass will no longer work in the middle lane and must be reset by a Guard.

Vehicles entering the premises must obey all posted traffic signs, including but not limited to, speed limit, stop signs at crosswalks, ramp crossings and parking zones.

Procedures of the Market provide for the Security Guard to be able to make inquiries as to the content of all vehicles and to inspect such contents as deemed appropriate. Your cooperation with these procedures is appreciated.

Section D: Parking

Employees and visitors must park their vehicles only in designated spaces. Employees are not to linger in the Market before or after their work shift, nor interfere with the business activity of any Tenant.

Any vehicles stopped over the railroad tracks behind Building A are not to be left unattended. Any vehicles stopped on the tracks must immediately move at the request of railroad or authorized personnel or be towed at owner’s expense. If vehicles stopped on the tracks fail to move when requested, and railroad is unable to place or remove rail cars, a minimum charge of $500.00 may be assessed to the vehicle’s owner or Tenant responsible for blocking the track.

 

Truck and vehicle parking is prohibited as follows: in front of the emergency gate, over railroad tracks behind Building A and in drive lanes. Commercial truck parking is also prohibited in designated employee parking areas. Trucks and vehicles cannot block equipment ramps crossing, fire hydrants, transformers and fire lanes. If you are parked in any non-designated parking area, you may be subject to a $50.00 parking charge and/or the vehicle may be towed at owner’s expense.

 

Trailers dropped on the asphalt parking area without wooden supports under the landing gear may be subject to a charge of $100.00, plus the cost to repair damage to the parking area. This policy is in effect year-round.

 

Abandoned or not legally tagged vehicles and/or trailers will be towed at owner’s expense.

Section E: Vehicle Registration

Failure to observe Market Rules and Regulations may result in invalidation of registration privileges.

Fees are non-refundable and subject to change. Annual stickers are valid only for one year and are non-refundable and non-transferable.

Registration stickers must be affixed permanently to the vehicle and are valid only for the vehicle which they were issued to and only for the calendar year for which they were issued. Replacement stickers may be obtained at the Security Guardhouse with proof that the original vehicle is out of service or is no longer owned by registrant.

 

Tenant Registration:

Tenants are required to register with the MFCA all company vehicles kept in the Market, including drop trailers parked in front of the dock or parked along the fence line.

A Tenant registration pass (sticker) is issued to vehicles registered or leased by tenants for their operation. The sticker shall be placed on the lower right front of the drop trailer facing towards the Market, and on the lower right corner (passenger side) of the windshield for any other type of vehicle for easy identification by the Security Staff.

Vehicles registered for a Tenant Hauler Truck Pass must park in truck parking designated areas of the Market.

Tenant registration is handled by the Security Staff.

 

Non-Tenant Hauler (NTH) Registration:

This registration does not waive any applicable Entrance Fee. It entitles NTH trucks access to the Market 24 hours per day, 7 days per week and permits trucks to park overnight at the Market in designated truck parking areas.

To receive parking permits, NTH must provide to MFCA Market Management the following required documentation:

  • A letter signed by a current Produce Market Tenant, stating that the Non-Tenant Hauler is actively hauling product for the business (if NTH is hauling for more than one Tenant, each Tenant will have to submit a letter).

AND

  • Bill of Lading (BoL) dated for three (3) months prior to applying for registration.

 

After approval of NTH by Market Management, copies of the vehicle registration must be provided to the Security Staff for processing.

The maximum number of box trucks per individual Non-Tenant Hauler is six (6) or four (4) tractor trailers. A combined maximum number of vehicles shall not exceed six (6) tractor trailers and box trucks.

NTH registration pass (sticker) is issued by the Security Staff after receiving payment.

Place sticker on Tractors on the lower left outside corner of the windshield (driver’s side or somewhere in the vicinity), for Box Trucks on the right side (passenger side), and for trailers on the lower right front facing the Market for easy identification by the Security Staff.

 

Farmer Registration:

To be eligible for a Farmer Pass, proof of the farm must be made available to the security guard.

Farmers may purchase an annual registration pass at a cost of $150.00.

Additional passes for vehicles registered in the same name are $10.00.

Farmer registration pass (sticker) is issued by the Security Staff after receiving a copy of the vehicle registration and payment.

 

Farmer stickers must be affixed to the lower left corner on the outside of the windshield (driver’s side), so it is readily visible by the security guard.

Vehicles registered for a Tenant Hauler Truck Pass may enter the Market at any time and park only in truck parking designated areas of the Market.
